"But Shirky cautioned that peer-to-peer systems are Balkanizing the Internet by setting up their own private virtual networks, which are already much bigger than the public system. He noted that the public Internet has something like 23 million addresses, or IP numbers, in its domain name system (DNS). But in the last four years, AOL, ICQ, Napster and the like have created 150 million 'private' addresses."
